As a result of war in many Middle East and African country famine is growing. Such an example are Yemen, Somalia, Iraq, Syria that need more and more humanitarian aid, which however is blocked by some anti-terror rules imposed by the USA.

According to the rules there is a restriction on the humanitarian aid and the funds immigrants send back to their relatives in their home country. The aim of the restrictions is to deprive terrorist groups from fresh cash flows, however it also hinders the humanitarian organizations in their work. Individual donors are also endangered.

The measures enforced by the Treasury Department regard all money transferred to foreign non-profit groups as illegitimate or at least suspect, unless proven otherwise. Some scholars and organizations have questioned the strict principles and appeal for lifting or loosening the restriction in order for legitimate aid not to be blocked.
